The most important part of the picture is that Boris is alone; normally he would have either his wife or a work colleague beside him, but here he is all alone, further representing that no one stands with him and his decisions.
The different prints that headlines that the Daily Mail choose to go with is quite confusing considering they are a right wing newspaper. The top headline comes from a reader of the Daily Mail so it shows that the paper is including its viewers as best as they can. On the other hand, they put their own opinion below that in slightly bigger print to give the idea that their opinion is more valuable then the readers. Instead of going after Boris Johnson for Party Gate, they instead ask the readers whether he should resign so that their own true beliefs don't get sprung into the mix, as if they did, they would face backlash for supporting the PM when most of the country has given up on him.
